Employers Council on Flexible
Compensation Hires
David Carver as Executive Director
The Employers Council on Flexible Compensation (ECFC) is pleased to
announce that David M. Carver has recently been hired as
executive director. Carver’s primary duties include managing the
organization’s fiscal responsibilities, overseeing all contractors and
contract management, and providing strategic direction for new
organization processes and programs.
Carver brings over 18 years of industry experience to this position.
Carver was most recently employed with Aon Consulting and AT&T, where
his primary focus in both roles was developing corporate-wide health
and welfare programs for AT&T. Carver was also a member of the AT&T
management bargaining team, which developed one of the first Health
Reimbursement Arrangements (HRA) for the AT&T retiree population.
Carver will work at the ECFC Headquarters in Washington D.C. and may

In other board action, Dennis Triplett has been appointed as the new
chairman of the board for the ECFC. Triplett is president of UMB
Healthcare Services, a division of UMB Financial Corporation (NASDAQ:
UMBF).

maintenance and expansion of private employee benefit programs on a
tax-advantaged basis. The organization has two driving missions. The
first is to represent and promote flexible compensation programs

flexible compensation programs to member, national opinion leaders and
the general public to help create a positive climate for the growth of
flexible compensation.
