Annual Teleconference Series: The monthly series of ECFC teleconferences provide a unique and valuable opportunity to receive in-depth briefings on important and timely topics by experts from ECFC’s Technical Advisory Committee and key decision-makers in government.


December Session: U.S. v. Windsor on DOMA – How does it affect FSAs, HRAs and other Employee Benefit Programs
Synopsis: The U.S. Supreme Court issued U.S. v. Windsor on June 26, 2013 in which it found section 3 of the federal Defense of Marriage Act (“DOMA”) to be invalid. Section 3 of DOMA amended the Dictionary Act—a law providing rules of construction for over 1,000 federal laws and the related federal regulations—to define “marriage” and “spouse” as excluding same-sex partners. This presentation will discuss the following: What is the impact of the invalidation of Section 3 of DOMA; What controls if a marriage is to be considered legally binding – location of residency or location of celebration; Subsequent developments following the Supreme Court Decision; and How to proceed.

Cancellation and Other Policies:
For individual teleconferences - cancellations will include a $50 administrative fee for a refund. To avoid the $50 administrative fee, participants may elect to transfer the cancelled teleconference date to one of the remaining teleconferences (for December, transferring to the following January is permitted).

Continuing Education Information:
This teleconference series is worth a total of 20 CE units. Each session is worth 2 CE units towards FCS, CFC/ACFC, and/or CFCI/ACFCI eligibility or re-certification. Registered participants will earn CE units as the year progresses.

For COBRA CE units, please contact ECFC as session topics determine continuing education units.

For verification purposes, ONLY registered participants will receive continuing education units for the 2013 ECFC Teleconference Series.
