    Today Republican leadership in the House of Representatives have decided that the American Health Care Act will not be voted on since they determined that there were not enough votes for the bill to pass.  They have not rescheduled a vote for the bill.

  • Plans to Repeal and Replace the ACA are Released 3/07/2017

    Last evening, the House Ways and Means Committee and the Energy and Commerce Committee each released separate budget reconciliation legislative recommendations relating to repeal and replace of the Patient Protection and Affordable Care Act. These two parts of the House Republican’s American Health Care Act include very important modifications to many provisions of the ACA.


  • 21st Century Cures Act Signed Today Contains New Small Employer Health Reimbursement Arrangement Pro 12/13/2016

    Today President Obama signed the 21st Century Cures Act.  This legislation establishes a new type of health reimbursement arrangement, Qualified Small Employer Health Reimbursement Arrangement—a provision that ECFC advocated.

  • 21st Century Cures Bill One Step Closer to Enactment 12/07/2016

    Today, the Senate voted overwhelmingly to pass the 21st Century Cures Act (94 to 5).  This bill was passed by the House of Representatives last week.

  • ECFC Provides Comment Letter on Proposed Changes to the Form 5500 12/05/2016 A letter was submitted today on behalf of the Employers Council on Flexible Compensation (“ECFC”) to the Office of Regulations and Interpretations Employee Benefits Security Administration. The letter provides comments with respect to the proposed changes to the Form 5500, Annual Return/Report (“Form 5500”) as outlined by the Employee Benefits Security Administration (“ESBA”) in Federal Register Vol. 81, No. 140 on July 21, 2016 (the “Proposed Changes”).
  • House Passes 21st Century Cures - Senate Expected to Pass Legislation Early Next Week 12/02/2016

    On Wednesday, November 30, the U.S. House of Representatives voted 392-26 to pass 21st Century Cures legislation. The bill now heads to the Senate where it is expected to pass early next week. This bill contains a provision regarding small business health reimbursement arrangements (“HRAs”) that was one of ECFC’s top legislative priorities.
